Standard Operating Procedure for Rental of Spaces

J Rental Centre is a platform that connects Space(s) owners with Renters in search of Spaces. We have a centralised database system with listings that Renters can browse on jrc.sg. We promote our services on social media, search engines and through ground initiatives to allow more people to know about the rentals.

STANDARD OPERATING PROCEDURE

A. Listing
Listing on J Rental Centre (JRC, "us", "our" or "we") is free, and Owners who wish to list their Spaces with JRC may inquire through email or phone. We will review the owner's intentions, reliability and the condition of his/her space before coming to a decision on whether the Owner can list. We will then provide these standard operating procedures and answer any questions before the Spaces are photographed are listed.

Listing information requested would include:

  • - Address and operating hours
  • - Area (in Square feet) & Capacity
  • - Pricing (Normal, Peak & Super Peak)
  • - Equipment & Amenities available
  • - Additional rules, services or equipment add-ons

B. Inquiry

  • 1. Renter selects Space(s), date(s) and timing that they are interested in renting on jrc.sg and gets a quote. Information required from Renter at this point:
    • - Date(s), timing and additional services
    • - Name, Contact Info
  • 2. An email will be sent to Owner(s) to check if the Space(s) is available for rental. At this point, the rental is still not confirmed.
  • 3. If the Space(s) is available, Owner(s) should mark it as such so that the Renter may proceed to select payment options and book. If not, Owner(s) should mark it as unavailable so that the Renter may proceed to check if other Space(s) are available instead.
  • 4. JRC would notify the Renter that the Space(s) is available and if they would like to confirm. Should there be changes to be made, the second step would be repeated to ensure that no mistakes are made during the rental process.

C. Booking
After the Renter has confirmed the Space(s), date(s) and timing that he/she wants to rent and his/her preferred payment method, JRC would collect personal information for first timers (photo of both sides of Renter's IC and recent bill addressed to him/her) and payment (by credit card or bank transfer). A booking email will be sent to the Owner with the invoice (to be printed), and a booking confirmation to the Renter for reference.

At this point, it is understood that both the Owner(s) and Renter are committed to the hire of Space(s) and are obliged to honour the agreement laid out on the website or in this document at bit.ly/jrentalterms.

C. Booking
The contact details of the Owner(s) will be passed to the Renter to liaise upon or prior to arrival. The Renter may use the Space(s) during the stipulated timing on the invoice and should do a thorough physical and functional check of the Space; it's equipment and amenities prior to using each Space. Should any of the item(s) be found to be in less than good, working condition or defective/missing, it should be raised and noted by the Owner to prevent misunderstandings. The Renter may also choose not to proceed with the rental if he/she deems that the missing/damaged item(s) are essential to his/her purpose of renting the Space. JRC should be kept in the loop of any such developments to help the Renter explore alternatives and update our records.

Owner(s) will do the same physical and functional checks of each Space and its amenities and equipment upon the completion of Renter's usage. If the place or any item(s) are found to be missing or damaged, the Renter will be liable for it and a deposit would need to be paid based on estimated cost to remedy the situation and any revenue forgone (i.e. rentals ahead that cannot be fulfilled due damage done). Owner(s) will proceed to source for a supplier's quote to replace or repair the space or item(s) and bill it to the Renter(s). JRC should be kept in the loop of any such incidents to update our records.

First Time Renters: Please check their identity to match that of invoice. If a Renter has assigned someone to use the Space(s) on his/her behalf, the person utilising the Space(s) should come with an authorisation letter that includes both parties’ Name, NRIC & Signature to be submitted to the Owner for keeping. The authorised personnel should then sign the rental invoice on behalf of the Renter. Owners may choose not to rent out their Space(s) to any party whom they deem unfit to use his/her space and will inform JRC so that we may explore alternatives and update our records.

D.1. Over-Run/Extension
Extension of rental timing is subject to availability and fully at the Owners’ discretion. Rates will be based on creation of a new Space rental inquiry from jrc.sg. The Renter should make another inquiry on the spot for the extension period and have the Owner mark it as available and proceed with payment if time permits. If time does not permit, the Owner may manually write in the additional amount on the initial invoice and have both parties sign and the Renter make payment via cash for the extension. JRC should be kept in the loop of any such incidents to update our records.

D.2. No Shows & Late Comers
No-Shows would be charged in full. The same applies for latecomers, Owner(s) may exercise their own discretion in working out a win-win situation should they see a better alternative.

E. Cancellation Cancellation of Space(s) rentals by Renter(s) will be subject to the following charges (including all credit card fees) based on when the cancellation is made:

  • >1 Week: 10%
  • >3 days: 25%
  • >1 day: 50%
  • >2 hours: 75%
  • <2 hours: 100%

Repeat Cancellations (whether within 72 hours or not) would result in blacklisting of renter; please inform JRC should you encounter such cases.

E. Financial Matters
Renters will make payment to JRC upon booking by bank transfer or credit card or pay Cash to owners for any extensions or fees incurred.

J Rental Centre fees are 20% of the total rental sum collected (unless otherwise agreed). The amount minus the fees would be paid to owners (for bank transfer and credit card payments) and Owners are to make payment of fees from the cash collected at the end of each month (by bank transfer).

G. Liability
Should the Space(s) be damaged in any way, or have articles missing/damaged following the rental, Renter(s) are required to foot the bill for any repairs and/or replace/repair all articles to restore the Space(s) to its original condition before the Rental. JRC is not party to any agreement or contract made for the rental of Space(s) or its contents and the full terms can be found in the Rental Agreement. However, if the Renter is uncooperative, Owner(s) should inform us so that we may help to clarify any misunderstandings and/or supply information about the Renter(s) to aid in investigations by the relevant authorities. We will also blacklist any person who repeatedly causes trouble to prevent other Owner(s) from such unpleasant experiences.

H. Summary
The Space(s) is the property of the owner. As such, JRC leaves some areas of administration to the discretion of the owner. Although we would not be held responsible for any issues that may arise from the usage and rental of such Space(s), we would gladly assist in whatever way we can.

We strongly believe that Trust, Reliability and Service are the three core values that allow our community to grow and thrive, and every Owner is advised to uphold these values. Feedback from Renters will be taken into consideration during our regular service reviews. Unfortunately, Owners who have received complaints or feedback to have not followed these procedures may be removed from this community to ensure a pleasurable experience for all of our renters.

Owners are strongly encouraged to go beyond the exchange of rental for payment, but to take time to go over some of the functionalities and provide advice when necessary. The education on how to use a particular Space can sometimes be more valuable than the access to the Space itself, especially for students and first-time Renters.
